Formerly Founder, CEO, and then Deputy Chairman of the Parabis Group; a £200m legal and professional services business employing over 2,500 staff with a national and international footprint.
Tim was extensively involved in driving operational delivery and business development. His strong leadership of M&A and stimulation of organic growth helped Parabis increase revenues forty-fold in 14 years. A qualified solicitor and author of two legal textbooks, Tim was Entrepreneur of the Year Modern Law 2013 and Winner of the Ernst & Young Entrepreneur of the Year 2014.
He has held non-executive roles on a wide range of company boards as well not-for-profit boards in charities, education and in local government. Tim is actively involved in the Charity sector as Vice President and previous Chairman of Shooting Star Children’s Hospices, former Chairman of Trustees for Working Families and Trustee of the Weybridge Charity. He also Chairs Esher Sixth Form College’s Academy Trust Board.
Tim is Chair of the Surrey Heartlands Integrated Care Partnership, which has responsibility for delivering healthcare services in Surrey. A key focus is to drive closer integration with Surrey County Council, particularly in the area of Health and Social Care. He also co-Chairs the national NHS Confederation ICP Network Board.
Tim was first elected to Elmbridge Borough in 1999 and served Esher for 20 years. He was elected as Elmbridge Borough Council Leader in 2016, having served as Leader of the opposition and Deputy Leader. Re-elected to Surrey County Council in 2017 for the Weybridge division (previous term 2005-9) and then he became Leader in 2018. He currently serves as National Chair of the County Councils Network.
In his roles within Surrey Heartlands ICS and Surrey County Council, he has set the organisations on a journey of transformation and championed a bold ‘Vision for 2030’ for Surrey and its residents, to make sure everyone in the community is supported, enabled to thrive, and to make sure no one is left behind.
In 2023 he was named as LGiU Council Leader of the Year, and Tim was awarded an OBE for his services to local government in the King’s Birthday Honours 2024.
